The Incident Commander (IC) is the individual responsible for the command function at all times. The IC has the authority has the authority and responsibility for conducting incident operations and is responsible for overall management of the incident. Responsibilities include overall management of the incident, assessment of the incident priorities, assessing resource needs and the ordering of them, and coordinating with outside agencies.
